How I can calculate the shipping cost in custom shipping method depends on KG (Kilogram) not P (Pound) weight.

If you set your product weights to be in kilograms, then your custom shipping rules will automatically be in kilograms. The weight field is just a value with no unit assigned to it, so whatever you make the that in the custom shipping will automatically follow. (Note that real time shipping assumes the weight of the item is in pounds since that is the unit it uses to calculate)

If your product weights are in pounds, but want custom shipping in kilograms, then you will need to set the rules to convert (so if 0 to 1 kg = 8.00, you would really want to make it 0 to 2.2 for 8.00).

Just a thought but couldn't you also use an excel formula to do the conversion prior to upload in dataport?
