Can anyone explain how this works?

This works if you are letting your customers enter a password during checkout. What happens then is if they want to check the status of their order (the order statuses are Pending, In Progress, Partly Shipped, Completed, Cancelled, and Not Finalized) they can click on the link and it takes them to a page where they enter their username and password. They then enter the email address they put in and the password they entered (Note, this feature will not work without both parts). At that time it takes them to a list of order numbers (or their one order if that is all they have) and will show them the status.
