can someone tell me the difference between the discount rate and a transaction fee. Why do they have both?

the discount rate is the actual comission you pay to say visa/mastercard for business operating on the web you are considered high risk and will typically pay 2.25-3.5 percent. The other fee is per transaction and ranges from .25-.30 cents for every time you run a card through the sytem wheter it gets approved or not i believe.
