Was wanting to know if there was some way for customers to register and opt to recieve a newsletter (email or otherwise) without buying something and going through the whole checkout process.

Which newsletter service are you talking about? For the default newsletter capability that comes with , your customers can sign up using the Mailing List box in your right side navigator. If you use something like IntelliContact, they provide code for you to insert wherever you want in your store.

You can add your default mailing list signup box by going to site layout and selecting either left or right side editor. Then just use the drop down boxes to add the mailing list sign up into the position you decide on.
