http://www.monstermarketplace.com/StoreFro...ission-form.aspYou can submit to Yahoo, Google, MSN, etc., directly. Another way is to get links to your site from high-quality sites and directories. (I believe Yahoo! is expensive at $299 per year.)
Start with
http://www.dmoz.org. It sometimes takes a while to get listed with them as all submittals are handled by a real-live person. You also should probably wait until your site is completed before submitting to them.
Then search the web for directories that you can submit to. I actually forgot how to do this

I just did it a few months ago myself.
I do know that you can enter link:domainname.com in the Google search box (enter your competitors' web domains in place of domainname), and you will see all the websites who have links to your competitors' sites. You can then contact all of these to see if they would consider providing a link to your site, as well.
A good book to help you with submitting to directories (and SEO in general) is Search Engine Optimization for Dummies by Peter Kent. It really is a Dummies book and will serve as a basic introduction for getting your site going. It is by no means a complete source of SEO information. The ISBN is 0764567586, and it retails for $24.99. It's a new book, so your local bookstore should have it.
