If we don't use a side cart and place a view cart/checkout link in our header or elsewhere, can we place a 'continue shopping' on the first page of checkout/view cart? How?

Let me clarify this...

Our sales manager feels that some customers are clicking on our view cart button that pulls up the checkout process and are afraid to click on any navigation and add more products once the cart checkout is under process. Even though the side navigation is there and new items can easily be added to the cart at any time and checkout started again. She knows this from walking through the cart on the phone with customers.

A button or link in the first page that says 'continue shopping'...perhaps returning to the last item browsed, or to the home page?

Any thoughts?

Currently the cart wouldn't be able to do exactly that. With the options currently available the closest thing I can think of would be to add a link to the left/right or top side of the site that.... that would appear on all pages of the site (not just in the checkout process).
