We would like to set a flat rate of $12 for international shipping, but do so on a country-by-country basis because we won't ship beyond Europe, Canada, Japan, NZ and Australia because of the fraud problem.
We cannot currently do this with custom shipping because it can't handle the country-specific part of what we want to do.
Will this work? I turn on international shipping in real time shipping, and for each country we will include I select USPS Global. None of our products have weights in the product editor field (hey, they are beads and way next to nothing).
I then give a mark up of $12. Thus, the real time shipping feature should register a $0 cost for mailing nothing plus a $12 "add on."
I know this is a clumbsy work around, but until we get customized shipping that can be applied to a specific country it is the only idea I have been able to come up with.

Hellooooo! Anyone out there? If this will not work, has anyone come out with a work around for the cart's inabiity to do flat rate shipping on a country-by-country basis?

I ship internationally using a flat rate, but don't filter out any countries so I'm not sure if this can or cannot be done. Sorry.

It can't be done with custom shipping options yet.
I'm hoping that by not having weights for our little silver beads I can create a flat rate that is applied country by country. I guess no one knows if the cart will see things my way.

Hi Robert -
Your idea will unfortunately not work.
What I suggest doing is making the custom shipping option state that shipping is only to those locations. Then your customers know that they may or may not have shipping to their areas. You'll just have to make sure that you look at your international orders to be sure that they are going to in fact a valid location (which I'm sure most will).

Thanks, Andy. That may be our best option for now.
I have a vague recollection that someone somewhere posted that we will have the option to create country-specific custom shipping rules with 4.1. Am I imagining things?
