I have 2 price levels- one that anyone can see when they go on our site (retail) without registering/logging in and one for our dealers that they have to register and be switched to dealer status so they see a whole different set of prices. My question is can I make a discount code ONLY for the retail people, and make it so the "Dealers" even if they get the code cannot use it? I didnt see where you can tell it which groups the discount code is for if you have more than one.

I have checked into this, and there is not currently a way to separate out a discount code to only work for a certain price level. Unfortunately, the discount code feature and the price level feature are not related enough to exclude one from the other. This is not currently a feature.

I believe that you can and should be able post a policy on your site (or in a message) that states that any dealer that attempts to place an order with the discount code AND their dealer discount will either have their order canceled or adjusted at your discretion.
