I'd like to be able to charge 5.95 for orders under 50.00. Is there any way to do that? I was thinking I could use the handling charge but I can't see a way to set parameters for it. Any suggestions?

Unfortunately, at this point there is no way to set up a handling fee to be charged for only a specific purchase amounts. However, if you are using a custom shipping method, you can add an additional charge in there.
