Is there way to let people view my web-site in progress without putting it on the web, and without allowing access to the admin panel either? When I give out the .netsolstores address it seems to have admin panel access.

Hey BamaCat. Unfortunately, the answer is no.
No way to put the site on a 'testing server' -- it would be nice to have a sandbox to work in before activating a site, but we dont have that functionality.
You could create a simple site with screen shots of your progress; not a great solution, but better than nothing.

Upload a under construction page to your root dir. Name the file index.html This will at least let customers see you are under construction. If you dont have much or any search engine presence you wont really have people coming to your site unless they are coming directly by typing in your url.

Hey guys.
I think agkits brings up a good point, but Id add another view.
I would use the default mookster "under construx" or create a graphic--Im of the opinion that it's not a healthy thing to have the site name associated with being under construction. I personally prefer "nada" until Im ready for the public.

Another take might be to create a decent (key rich) holding page with some contact info.
