This new check out version that was released:
When a returning customer places another order, it
only lets them pay in the method that was last used.
It won't let you choose Paypal for one order and then
a credit card for the next.
HOW DO I FIX THIS?

Thank you for posting about this question. My understanding is that if customers go through checkout once, and then go through again, all available options should be displayed, but perhaps the paypal one would be defaulted if that was the one they chose the first time. All the customer would have to do is to click the link to the other payment option and it would display.

Is this not the case on your site? What is the URL of your site and I can test it after I test it on an internal site and see if there is a reason for this. Thank you.

I've tested this and I am not seeing the same thing you are describing. Perhaps the steps I am going through are different than what you have in place. Can you help me by posting a link to your site or letting me know if you have 2 step or 4 step checkout? Thank you for your help!
